伊朗外交部發言人巴加埃7月13日表示，伊美諒解備忘錄有關霍爾木茲海峽的條款內容明確，不存在任意解釋空間，霍爾木茲海峽近期局勢升級的直接責任在美國。同時，伊朗同卡塔爾、阿曼和巴基斯坦均保持聯系，外交努力仍在繼續。
