7月24日，國家防總辦公室、應急管理部組織第12號臺風“紅霞”防范應對專題視頻會商調度，與中國氣象局、水利部、自然資源部、住房城鄉建設部、交通運輸部、農業農村部等部門聯合會商，研判臺風發展趨勢，部署防汛防臺風重點工作。國家防總于24日9時針對廣東、福建啟動防汛防臺風四級應急響應，派出工作組赴廣東協助指導。
