黃益平：南南合作的真正標(biāo)尺

題記：2026年6月28日，北京大學(xué)南南合作與發(fā)展學(xué)院2026屆畢業(yè)典禮在北京大學(xué)承澤園隆重舉行。本文為北京大學(xué)博雅特聘教授、南南學(xué)院院長(zhǎng)黃益平在典禮上的致辭。

Editor’s Note: On June 28, 2026, the graduation ceremony for the 2026 Class of the Institute of South-South Cooperation and Development (ISSCAD) was held at Chengze Garden, Peking University. The following text is the speech delivered by Professor HUANG Yiping, Boya Distinguished Professor of Peking University and Dean of ISSCAD.

The True Measure of Our South-South Cooperation

尊敬的各位嘉賓、老師，遠(yuǎn)道而來的各位親友，2026屆的全體畢業(yè)生們：

Honorable guests, distinguished faculty, beloved families, and above all, the graduating Class of 2026:

今天，校園里洋溢著喜悅與自豪的氛圍。放眼望去，我看到的是一個(gè)才華橫溢、滿懷抱負(fù)的多元群體。你們來自五湖四海，說著不同的語言，卻為一項(xiàng)共同的使命而凝聚在一起——你們是“全球南方”的新生代引領(lǐng)者。

Today brims with joy and pride. Looking out at all of you gathered here, I see a diverse cohort brimming with talent and aspiration. You hail from every corner of the globe, speaking different languages, yet bound by a rare, shared mission: you are the emerging leaders of the Global South.

這場(chǎng)畢業(yè)典禮，遠(yuǎn)不止意味著獲得世界頂尖學(xué)府的學(xué)位，它更賦予你們一份至關(guān)重要的使命。我謹(jǐn)代表南南合作與發(fā)展學(xué)院全體教師，向每一位畢業(yè)生致以最誠摯的祝賀。

This graduation marks far more than earning a degree from one of the world’s most prestigious institutions—it bestows upon you a vital calling. On behalf of all faculty at ISSCAD, I extend my sincerest congratulations to every graduate.

The Defining Challenge of Our Times

在歡慶這一里程碑時(shí)刻的同時(shí)，我們也不能忽視燕園之外正等待你們的嚴(yán)酷現(xiàn)實(shí)。經(jīng)濟(jì)發(fā)展，仍然是我們時(shí)代最緊迫、最具決定性的挑戰(zhàn)。

While we celebrate this milestone, we cannot ignore the stark realities awaiting you beyond Peking University’s campus. Economic advancement remains the most urgent, defining challenge of our era.

有一種主流觀點(diǎn)認(rèn)為，“全球南方”正走向全球經(jīng)濟(jì)舞臺(tái)的中央。在某種程度上，這確是不爭(zhēng)的事實(shí)。金磚國家的GDP總和占全球比重已從2000年的7%躍升至如今的近26%，這是全球經(jīng)濟(jì)史上空前的飛躍。

A popular narrative claims that the Global South is stepping onto the center stage of the global economy, which is partially truth. The combined GDP share of BRICS economies surged from 7% in 2000 to nearly 26% today, an unprecedented milestone in global economic history.

然而，作為嚴(yán)謹(jǐn)?shù)膶W(xué)者，我們必須透過表面的數(shù)字，看到本質(zhì)的現(xiàn)象。若剔除中國和印度的發(fā)展數(shù)據(jù)，這幅整體圖景便會(huì)急劇轉(zhuǎn)變：對(duì)于絕大多數(shù)發(fā)展中國家而言，它們占全球GDP的比例幾乎沒有變化。這一發(fā)人深省的數(shù)據(jù)揭示了一個(gè)殘酷的真相：無數(shù)國家仍在全球發(fā)展中處于下風(fēng)。此外，方興未艾的人工智能革命也可能進(jìn)一步拉大發(fā)達(dá)國家與發(fā)展中國家之間的鴻溝。

Yet, as rigorous scholars, we must look beyond surface-level statistics. Excluding China and India from the calculation, the outlook shifts dramatically. For the vast majority of developing nations, their proportion of global GDP has barely grown. This sobering figure reveals a harsh truth: countless countries are still being left behind in global development. In addition, the on-going AI innovation may further widen the gap between the advanced countries and the developing economies.

這就是你們即將直面的現(xiàn)實(shí)。更重要的是，這正是你們應(yīng)當(dāng)運(yùn)用所學(xué)去肩負(fù)的使命。你們的職責(zé)不僅在于分析發(fā)展差距，更在于彌合這一差距。

This is the reality you will confront. More importantly, it is the mission you have been trained to fulfill. Your responsibility is not merely to analyze this development gap, but to bridge it.

You have endured intensive academic training in our classrooms, while traveling extensively across China to observe its development journey firsthand. You do not treat China’s experience as a rigid model to copy blindly, but as a living case study to examine its breakthroughs, obstacles, and lessons.

除了培養(yǎng)南方國家學(xué)者，南南學(xué)院更致力于構(gòu)建統(tǒng)一的發(fā)展愿景——“全球南方共識(shí)”。這一共識(shí)拒絕“華盛頓共識(shí)”的一刀切模式，倡導(dǎo)務(wù)實(shí)、本土化的治理之道，要求決策者充分考量本國獨(dú)特的文化傳統(tǒng)、政治生態(tài)和社會(huì)結(jié)構(gòu)，在有效市場(chǎng)與有為政府之間達(dá)成平衡。

Beyond cultivating individual scholars, ISSCAD strives to build a unified developmental vision: the Global South Consensus. This framework rejects the one-size-fits-all model of the Washington Consensus. Instead, it advocates for pragmatic, localized governance. It demands that policymakers fully account for each nation’s distinct cultural traditions, political landscapes, and social structures, striking a balanced synergy between market efficiency and proactive state governance.

Upon returning to your home countries, you will stand as the first generation of policy professionals well-versed in this innovative developmental paradigm. You are not merely alumni of Peking University—you are cultural ambassadors, building bridges of mutual understanding between China and your homelands.

你們還將成為“全球南方共識(shí)”的傳遞者，成為將“有效市場(chǎng)+有為政府”的愿景轉(zhuǎn)化為可行政策的開拓者，在工作中致力于創(chuàng)造就業(yè)、縮小不平等、推動(dòng)發(fā)展中地區(qū)的可持續(xù)增長(zhǎng)。

Your role extends further: you are the torchbearers of the Global South Consensus. You are the trailblazers who will translate the vision of efficient markets paired with proactive government into actionable policies. Your work will create jobs, narrow inequality, and advance sustainable growth across developing regions.

Graduates, turn to your classmates beside you. The bonds forged in our seminars and libraries will last a lifetime. When you return to Lima, Nairobi Port，Moresby, Beijing, and cities worldwide, remember this powerful network. You are never alone. By collaborating, sharing successes and setbacks alike, you will build a more united, resilient Global South. Together, you can rewrite those cold statistics into a hopeful story of prosperity for billions living in developing countries.
