“拼豆”，被點名！

央視新聞消息，為保障消費者人身健康安全，依照《中華人民共和國產(chǎn)品質(zhì)量法》《中華人民共和國未成年人保護(hù)法》等法律法規(guī)，市場監(jiān)管總局發(fā)布“拼豆”產(chǎn)品質(zhì)量安全有關(guān)事項公告。

China's market regulator on Friday introduced stricter safety requirements for perler bead craft kits, requiring products for children under the age of 14 to meet mandatory toy safety certification standards and banning the use of household irons as heating devices in kits intended for older users.

Perler beads, sometimes also called "fuse beads", are small plastic beads arranged into designs and fused together with heat. The measures, announced by the State Administration for Market Regulation, come amid growing concerns over the safety of these popular craft kits.

面向14歲以下兒童使用的“拼豆”產(chǎn)品：

• 應(yīng)當(dāng)通過玩具強制性產(chǎn)品認(rèn)證（CCC認(rèn)證），不得以“搭售”“贈品”等方式，在玩具產(chǎn)品出廠時違規(guī)搭配家用電器；

• 產(chǎn)品應(yīng)當(dāng)在顯著位置標(biāo)注產(chǎn)品適用年齡、安全警示等注意事項，明示家長購買注意事項，提醒家長履行兒童監(jiān)護(hù)責(zé)任，按照適用年齡選擇合適玩具，嚴(yán)禁模糊標(biāo)注、虛假標(biāo)注。

• 面向14歲以下兒童使用但不屬于CCC認(rèn)證范圍內(nèi)的“拼豆”產(chǎn)品，其“拼豆”部件及底板、鑷子等配件，以及配套使用的加熱部件應(yīng)當(dāng)符合GB 6675《玩具安全》系列、GB 19865《電玩具的安全》等強制性國家標(biāo)準(zhǔn)要求，加熱部件的電壓不應(yīng)超過24V。

Under the new rules, perler bead products for children under 14 must obtain China's compulsory product certification where required, carry clear age labels and safety warnings, and comply with mandatory toy safety standards. Manufacturers are also prohibited from using misleading age labels or bundling household electrical appliances with children's products.

面向14歲以上人群使用的“拼豆”產(chǎn)品：

• 不得將按照GB 4706.2《家用和類似用途電器的安全 第2部分：電熨斗的特殊要求》設(shè)計生產(chǎn)、用于熨燙織物的電熨斗，作為“拼豆”產(chǎn)品的加熱部件。

• 經(jīng)營者不得在營銷時使用低齡兒童操作的圖片或視頻進(jìn)行誤導(dǎo)，不得聲稱或暗示產(chǎn)品可供兒童使用。

For products intended for users aged 14 and older, manufacturers are prohibited from using household electric irons as heating components. Sellers must not use images or videos of young children in marketing materials or imply that such products are suitable for children.

市場監(jiān)管總局要求：

• “拼豆”產(chǎn)品生產(chǎn)者應(yīng)當(dāng)嚴(yán)格按照相關(guān)法律法規(guī)要求組織生產(chǎn)，加強質(zhì)量管控。
  
  
• 銷售者應(yīng)當(dāng)嚴(yán)格落實產(chǎn)品質(zhì)量安全主體責(zé)任，履行進(jìn)貨查驗義務(wù)。
  
  

• 電商平臺應(yīng)當(dāng)加強對平臺內(nèi)銷售“拼豆”產(chǎn)品的核驗核查，對發(fā)現(xiàn)的違規(guī)產(chǎn)品立即采取必要處置措施，并依法向市場監(jiān)管部門報告。

各級市場監(jiān)管部門將嚴(yán)厲查處違反本公告要求的經(jīng)營者，曝光典型案例。

The regulator said manufacturers, retailers and e-commerce platforms must strengthen quality control and remove non-compliant products, adding that violations will be investigated and punished.

記者注意到，今年4月，中國消費者協(xié)會曾發(fā)文提醒廣大消費者，目前市面上存在部分拼豆熨斗的額定電壓超過國家標(biāo)準(zhǔn)的情況；熨斗發(fā)熱體缺乏控溫裝置，若通電時間延長溫度仍會上升，兒童一旦觸碰，極易被嚴(yán)重燙傷。

此外，正規(guī)拼豆產(chǎn)品多采用PE或EVA材質(zhì)，而劣質(zhì)產(chǎn)品則常用ABS或回收塑料，加熱后可能釋放甲醛、乙醛、一氧化碳等物質(zhì)，導(dǎo)致“中毒”。

The move comes after the China Consumers Association warned in April that some perler bead heating irons on the market exceed national voltage limits or lack temperature-control components, increasing the risk of serious burns. It also cautioned that substandard beads made from low-quality materials may release harmful substances when heated.
